These are all important questions. But none of the proposals for reform challenges or questions whether the basic underlying organizing strategies or processes unions used to represent workers in the heyday of the twentieth century industrial economy are capable of giving workers the voice they need and want in this century’s knowledge-based economy. This question will confront whoever emerges to lead the labor movement, under whatever structural arrangements are created. So in this chapter I will lay out what I believe to be the deeper challenges and issues that must be addressed by local and national labor leaders and others committed to providing workers a voice at work and in society.

The report observed that more than 8 out of 10 uninsured children and adults live in working families. Even individuals living in families with two full-time workers may stand a 1 in 10 chance of being uninsured. Furthermore, the uninsured are much more likely to do without medical care that they need. Young workers between the ages of 19 and 34 are particularly vulnerable, because they are often not eligible for workplace health insurance, either because their firms do not provide coverage to employees or because they are too new in their jobs.

Downsizing of America’s firms in response to economic pressures and global competition, changes in technology, and the movement of American jobs offshore in the 1980s and 1990s is well documented (Baumol, Blinder, and Wolff 2003). The health problems associated with involuntary job loss and prolonged unemployment include anxiety, depression, alcohol abuse, child mistreatment, and marital disruption (Catalano et al. 1993a, 1993b; Price 1992, 2002; Vinokur et al. 1996). The social and economic burden associated with extended unemployment is substantial, including increased healthcare costs, increased costs in the welfare system, increased crime rates, increased divorce rates, and a variety of other societal consequences (Vinokur 1997).
