These are all important questions. But none of the proposals for reform challenges or questions whether the basic underlying organizing strategies or processes unions used to represent workers in the heyday of the twentieth century industrial economy are capable of giving workers the voice they need and want in this century’s knowledge-based economy. Downsizing of America’s firms in response to economic pressures and global competition, changes in technology, and the movement of American jobs offshore in the 1980s and 1990s is well documented (Baumol, Blinder, and Wolff 2003). The health problems associated with involuntary job loss and prolonged unemployment include anxiety, depression, alcohol abuse, child mistreatment, and marital disruption (Catalano et al. 1993a, 1993b; Price 1992, 2002; Vinokur et al. 1996). The social and economic burden associated with extended unemployment is substantial, including increased healthcare costs, increased costs in the welfare system, increased crime rates, increased divorce rates, and a variety of other societal consequences (Vinokur 1997).
